Chris Turner
Principal, Project Management and Business Analysis Group

With 20 years of significant experience in the business consulting industry, in Canada and abroad, Chris has a wealth of Project Management expertise and practical knowledge to bring to your GIS, Asset Management and Information Management initiatives. Chris is also a certified Project Management Professional and has implemented many solutions using SDLC and Agile methodologies across Canada.

His national and international business consulting and project management experience is primarily focused on leading and implementing enterprise and web mapping GIS applications with specializations in infrastructure asset management, land-use planning, water and waste water utility applications. His latest endeavors have been in infrastructure asset management at the provincial level, economic development, and water, wastewater and electrical transmission/distribution utilities.

Chris recognizes that project success is defined by well-scoped projects with the right resources working on the right activities at the right time. His team often includes GIS Programmers, GIS Modellers, Business Analysts, Data Analysts and Geospatial Solution Architects.

Rebecca Summers
Principal, GIS Architecture and Web Mapping Services Group

Rebecca is an Esri Certified ArcGIS Desktop Professional and a certified ArcGIS Desktop Developer Associate with over 22 years experience, specializing in database design, application development and cartography using ArcGIS Desktop, ArcGIS Online, ArcObjects, Python and ArcGIS Server technologies. Rebecca received a Cartographic Technology diploma from the Centre for Geographic Sciences in Lawrencetown, NS in 1994, and worked for Esri Canada for 18 years.

During her career, Rebecca has gained significant experience using, developing and programming with Esri products. She has strong communication skills and excels in technical documentation, and has provided extensive ArcGIS training to various Canadian clients, for ArcGIS Desktop, ArcObjects, and Cartography.

Rebecca has worked on many GIS geodatabase projects for New Brunswick Power, Halifax Water, Nova Scotia Power, Newfoundland Hydro, Nova Scotia Department of Natural Resources, and the government of Newfoundland and Labrador (OCIO). Recently she has led the geodatabase and cartographic design for web map service projects for the Province of Nova Scotia, Nova Scotia Economic Development Groups, and several social enterprise initiatives.

Rachel O’Neil
Lead Geospatial Architect, GIS Architecture and Web Mapping Services Group

Rachel has an unparalleled reputation for excellence in geospatial architecting and engineering for enterprise GIS systems. She is client-focused and has built long-term relationships and partnerships by successfully architecting strategies for private sector, municipal, state and federal agencies across Canada and the US. She has also led many major US Department of Transportation projects with the states of Virginia, North Carolina, Nevada, Maryland and California.

She holds a Masters of Science degree in Information Systems with a specialization in GIS, machine learning on tensor grids, neural networks and big data. Her 20 years as a Lead Automated Vehicle Tracking (AVL) Specialist has also played a major role in her implementation of successful solutions for clients.

Rachel was also an instructor at Ryerson University Toronto developing curriculum and teaching GIS computer programming. She is also highly skilled at implementing various software development lifecycles, enterprise architecture frameworks, cloud and mobile computing applications. She also performs capacity planning, business continuance planning and disaster recovery planning when and where required.

Ryan Sutcliffe
GIS Analyst/GIS Web Developer, GIS Architecture and Web Mapping Services Group

Ryan is a GIS Analyst/GIS Web Developer within our GIS Architecture and Web Map Services Practice and has been delivering GIS projects for over eight years. He has worked extensively within the ArcGIS platform and invests in staying current with thousands of hours reviewing details of various ArcGIS API docs. During his career, he worked for a large engineering firm managing GIS projects specific to Environmental Impact Assessments for the Dalhousie Mountain Wind Farms (2009), Highway 107 Extension (2010), Donkin Coal Mine Project (2012), and the Energy East Pipeline project (2014).

Ryan has also built a suite of desktop utilities for the NS Emergency Management Office (2017-2018), programming web and desktop apps for the NS Internal Services department (2017-2018), and building GIS tools to support Environment and Climate Change Canada to update GIS workflows for the Canadian Shellfish Sanitation Program (CSSP) and Atlantic Marine Water Quality Monitoring.

His educational background includes a degree in Geography from Saint Mary’s University (2005), a certificate in GIS from Niagara College (2008), and a diploma in Information Technology from NSCC (2017).
